Global Warming : A Major Issue
- The surface of the earth has been warming, the average temperature increasing, for several years. People studying this do not agree on the cause of the warming trend. Some say that man has caused the change; others claim that it is a natural trend.
- For several years believers and skeptics have argued about the causes of globalwarming. The problem is complicated because believers warn that man-made causes if left to advance too far may be irreversible. Reduction of the rainforests, continued growth in hydrocarbon industries, increases in livestock, and depletion of the ozone are all considered factors in the debate. Skeptics maintain that the climate change is a natural phenomenon, that man's effect on nature is largely overrated. The fact is that for several years, the earth's temperature is rising. The problem remains in deciding what if anything we can do about it.
Policy responses to GlobalWarming
On the basis of the scientific evidence so far and the political response, global warming came on to the United Nations agenda and during the 1990s there were a succession of resolutions aimed at marshalling efforts to counter it. The focus of these is the reduction of emissions of greenhouse gases.
The 1992 Framework Convention on Climate Change (FCCC) was the first formal international statement of concern and agreement to take action to stabilise carbon dioxide concentrations. In this context the 1997 Kyoto Protocol was negotiated. . It specified commitments by individual developed countries to reduce emissions by on average 5.2% below 1990 levels in the period 2008 to 2012.
Decisions on appropriate action beyond this period have generated a great deal of controversy. Emissions from developing countries are expected to rise as they increase their use of fossil fuels to meet their need for energy for development. Many developed countries want developing countries to limit the growth in their emissions. Developing countries point out that their per capita emission are still much lower than developed countries and believe that developed countries should show their commitment to reducing emissions first, before expecting developing countries to take action.
